At the request of a retired social worker I reviewed police reports, police communications records, body cam footage, crime scene photographs, and witness statements concerning the reported suicide of Dusty Baker. There was a concern that Mr. Bakers death was not a suicide. Although there are concerns about how the police investigated the matter, all of the available evidence supports that Mr. Bakers death was a suicide. Matter of James Russell (Nov 2018 to Dec 2018). An investigative reporter from Fox 4, WDAF TV in Kansas City, MO contacted me concerning the death of a young man named James Russell. The reporter was suspicious that the local police did not conduct a proper investigation of Mr. Russells death and hastily ruled the death a suicide. Mr. Russell was on the railway of the BNSF when he was struck by a train. I met with the reporter and reviewed police reports, medical examiner reports, and medical records related to the investigation and findings. I concurred that the police did not conduct a thorough investigation of the death and that evidence indicated accidental death or possibly even a homicide. I suggested that the reporter try to obtain mobile phone records for cell tower triangulation and text messaging. Also, that she obtain a copy of the BNSF report as well as the MRI and other medical records. I exchanged many emails and phone calls with the reporter and met once again to review additional records. All records indicated that the death was not suicide, but accidental. Notwithstanding, the investigating agency insisted the death was a suicide. At my suggestion the reporter contacted the medical examiners office and was able to discuss the matter with a pathologist. The pathologist agreed that there was insufficient evidence to rule the death a suicide. After some wrangling, the reporter was able to obtain a copy of the death certificate which indicated the official cause of death was accidental and manner of death was severe trauma from the train accident. The family of the deceased was relieved to learn that the official ruling was accidental and not suicide. Research Projects and Forensic Capstone Since AY 2018 I have supervised 27 student research projects related to Forensic Investigations and 15 Forensic Capstone projects. Highlights include critical review of the crime scene investigations, fact investigations, policy considerations, and overall quality and impact of high-profile investigations such as Michael Brown, George Floyd, Scott Peterson, and Nicole Brown-Simpson. MEDIA INTERVIEWS KNPN Fox News, St. Joseph. Interviewed regarding the use of military surplus vehicles by domestic law enforcement. Interview focused on the need for such vehicles in active shooter events to rescue victims and apprehend the shooter. Segment aired on local television. National Public Radio. A station in California interviewed me regarding the police actions in Baltimore, Maryland that lead to the in-custody death of an arrestee and the indictment of 6 Baltimore Police Officers. Unfortunately, my segment did not air due to time restraints of the radio broadcast. KNPN Fox News, St. Joseph. Interviewed regarding the purpose, procedure, and history of the Grand Jury System and how the grand jury might apply to the controversial Officer Darren Wilson/Michael Brown shooting in Ferguson, Missouri. Segment aired on local television. Saint Joseph News Press. Interviewed regarding the use of body cameras by police officers. Topic was focused on how cameras can help document critical incidents, but cameras have limitations and only capture what is within the field of view. Concerns include confidential information that police or victims, such as child abuse and sexual assault, may not want made public. Excerpts from the interview were used in an article published in the newspaper. Curriculum RevisionS Fall 2020 Master of Applied Science, Forensic Investigation Program. Program was revised to allow completion completely online if a student so desired. A new course, LAW 570 Criminal Investigative Methods was added to the Core. Changes were made in light of student requests, challenges posed by the COVID-19 Pandemic, and challenges posed by budget reductions. It is anticipated that having an online option will increase enrollment as many members of the United States Armed Forces are interested in the program. Revisions are scheduled to be implemented for the Fall 2021 semester. Fall 2017 Masters of Applied Science, Forensic Investigation Program. Complete revision of MASFI program from 36 credits to a 32-credit program. Changes included increasing core to 23 credits and limiting restricted electives to 9 credits. Revision allows students to complete the degree in three semesters. Changes resulted from input from stake holders in the forensic and law enforcement community, and academic needs of the students.
